Our state-owned entities are very far from producing a clean audit with the current PFMA giving all powers to politician and not processes, how do we achieve good governance with such a flawed Act governing a countries Public Finances?

Many thanks for your reply. Yes, the PFMA is far from perfect but with relevant modifications, it can be transformed to better serve South Africa. The deeper problem, however, is the underlying norm of being unwilling to open our SOEs to competition and subject them to market discipline. For instance, firms that are unable to attain clean audits don’t last long in an ordinary business environment.
